PART I
FORWARD
Cybertown Revival is more than a virtual city; it is a community built on creativity, co-operation, and shared history. This Constitution exists to preserve the founding spirit of CTR while providing a fair, structured, and future-proof system of governance for all citizens.
The intent of this document is to:
- Empower citizens to participate in shaping the city through representation, law, and service.
- Define the roles and limits of authority across the Executive, Legislative, and Judicial branches.
- Protect the integrity of the community, ensuring safety, fairness, and accountability.
- Encourage respectful collaboration, lively debate, and thoughtful decision making.
- Ensure continuity, so Cybertown Revival remains stable, welcoming, and prepared to evolve.
The Constitution is designed with checks, balances, and safeguards so that no branch may undermine another without due cause, and no citizen is denied the opportunity to be heard within its jurisdiction.
CTR honors its past but does not exist in it. The city must grow, adapt, and improve. Therefore, this Constitution may be amended when necessary to ensure a stronger future.
All citizens, officials, and founders are expected to uphold the values of this Constitution, act in good faith, and place the long-term prosperity of Cybertown Revival above personal interest.

PART II
ROLE OF THE FOUNDERS
- The founders serve as an invisible hand within the city supporting the community and empowering the City Council to manage the daily workings of Cybertown Revival.
- The founders of CTR hold executive power within the city and have the ability to veto any ruling made by the City Council or Mayor.
- If necessary, the founders have the authority to remove City Council members or the Mayor.
- Upon its first formation and any subsequent required reformation, the founders will choose a group of citizens to form the City Council.
ROLE OF THE CITY COUNCIL
The City Council is the legislative and policymaking body of Cybertown Revival. They provide oversight for the colonies and places within the city and act in the best interest of the future of CTR.
1. SECTION 1: Composition of the City Council
- Colony Representative – represents the Colony Leaders and the interests of all the colonies
- Places Representative – represents the Places Leaders and the interests of all the places
- Security Chief – represents the rule of law within the city
- City Advisor – represents the best interests of the city as a whole
- Senior City Council Member – a current council member who is elected by the council to lead the council in policy discussions, meetings, and admin.
2. SECTION 2: Admittance into the City Council
- The initial formation of the City Council will be decided by the founders. After that is established, the roles are chosen as follows:
(1) Colony Representative –
(a) A candidate for Colony Representative must be a current Colony Leader who is active and in good standing within the community. New candidates will be interviewed and voted in by the Council by a majority vote.
(b) The Colony Representative oversees the Colony Leaders and makes sure the colonies are running smoothly. Any colony matters that need council attention will be presented by the Colony Representative.
(c) The Colony Representative will interview candidates for Colony Leader when there are vacant positions. The candidate must then acquire a majority vote from the Council to be hired.
(2) Places Representative –
(a) A candidate for Places Representative must be a current Places Chief who is active and in good standing within the community. New candidates will be interviewed and voted in by the Council by a majority vote.
(b) The Places Representative oversees all of the Places within the city as well as the chiefs.
(c) The Places Representative will interview and hire new Places Chiefs when vacancies occur. Places Chiefs do not require a Council vote.
(3) Security Chief –
(a) A candidate for Security Chief must be a current and active member of the security force. New candidates will be interviewed and voted in by the Council by a majority vote.
(b) The Security Chief oversees the Security force within the city.
(c) The Security Chief decides which citizens receive security tools.
(4) City Advisor –
(a) Candidates for City advisor will be nominated by the City Council. They are chosen for their experience and wisdom within the city. They might be past Mayors, Colony Leaders, CERB, Security, or Places Chiefs. They may also hold another job within the city while a City Advisor (ie. Colony Leader or Places Chief).
(5) Senior City Council Member –
(a) This role will be chosen by the Council from the existing Council members. They will serve a two (2) year term as Senior City Council. There are no term limits.
(b) The Senior City Council Member acts as the leadership of the council, calling votes, initiating discussion, and overseeing the integrity of the Council.
3. SECTION 3: Dismissal From the Council
- The Founders and the Senior City Council Member reserve the right to dismiss a member of City Council if they see fit. The Senior City Council Member will require a majority vote from the Council to dismiss a member; the Founders do not require a vote.
- Grounds for dismissal are as follows:
- Inactivity. Not regularly engaging in Council votes, discussions, and meetings.
- Conduct. Harassing, bullying, or demeaning other Council members.
- Dereliction of duty. Not fulfilling the duties of your position pertaining to your role in Council and your role outside of Council (for example, a Colony Leader not fulfilling their duties as CL).
- Divulging confidential Council information to unauthorized individuals.
- Or a breach of anything in Part 3 of this document.
4. SECTION 4: Decorum, Debates, and Voting
- Decorum
- All members of the City Council shall tacitly agree to follow this constitution. It is the responsibility of each member to familiarize themselves with the rules and guidelines of this document.
- As a deliberative body, the City Council expects and encourages lively debate; however, it always requires courtesy, politeness, and respect.
- All City Council affairs, past or present, are considered confidential, and sharing any Council-related information not available to the public with an unauthorized non-council member is strictly forbidden.
- Debates
- Any City Council member can propose an issue to be debated upon. This should be done in the official CTR Council Discord, and a separate post should be created for the issue within the Council Chambers forum.
- The Senior City Council Member is responsible for moderating debates and keeping them on track. They will also call a vote once they feel the debate has reached its completion.
- Voting
- Once a debate has concluded, the City Council will have an opportunity to vote.
- All votes will be done via Discord and once one has been introduced it will be open for three (3) days. If all Council members have voted before the three (3) day period has expired then the vote can close early.
- If the Senior Council Member deems necessary, the vote time frame will be shortened to twenty-four (24) hours for emergency votes. This will be communicated during the debate and when the vote is posted for council.
- The Senior City Council Member will call the votes and announce the outcomes.
- The Senior City Council Member will only vote in the event of a tie. They will cast the tie-breaking vote.
- If the Mayor vetoes a vote, the Council may nullify the Mayoral veto with a unanimous vote of ALL Council members, less that of the Mayor.
5. SECTION 5: City Council Jurisdiction
- The following is a non-exhaustive list of decisions that may be put to a Council vote:
- The ability to appoint a City Council member.
- The ability to approve any citizen petitioning for an honorary title.
- The ability to open or close any Colony or Place.
- The ability to amend this constitution.
- The ability to create or remove any job or title within the city.
- The City Council may NOT:
- Interfere with the inner workings of the Colonies or City places to undermine the authority of the acting Colony Leader’s or Place Leader’s sovereignty unless a breach of this constitution occurs.
- Interfere with the election process once it has begun.
- Interfere with C.E.R.B.’s decisional capacity unless a breach of this constitution occurs.
ROLE OF THE MAYOR
This Constitution does not require that the role of Mayor be filled. This is at the discretion of the City Council and Founders.
SECTION 1: ELECTION PROCESS
Elections will take place in the beginning of the year, with an exact date being set by the City Council.
Applications will open up to the city for a time period of two (2) weeks. These applications will be submitted to the City Council for vetting.
Once candidates have been chosen, the campaign will last for four (4) weeks. During this period the City Council will schedule Mayoral debates.
At the end of the campaign period, a vote shall be held for one (1) week. All citizens of Cybertown Revival may vote (alt accounts may NOT vote).
SECTION 2: QUALIFICATIONS & TERM LIMIT
To qualify to run for Mayor, applicants must:
- Have been a citizen in CTR for at least one (1) year.
- Have a minimum of 1000 experience points.
- Have a clean security record.
- Be 18 years or older.
The Mayor’s term will last one (1) year.
The Mayor may not hold office for more than two (2) consecutive terms.
Once elected, the Mayor may NOT hold any other position in CTR.
SECTION 3: MAYOR JURISDICTION
The role of the Mayor is largely a figurehead position. They will act as an ambassador for the city.
- The Mayor will sit as a non-voting member of the City Council.
- The Mayor can present policy changes to the Council for debate and voting.
- The Mayor has the power to veto a City Council vote.
The Mayor may NOT:
- Interfere with the inner workings of the Colonies or City places to undermine the authority of the acting Colony Leader’s or Place Leader’s sovereignty unless a breach of this constitution occurs.
- Interfere with the election process once its begun.
- Interfere with C.E.R.B.’s decisional capacity unless a breach of this constitution occurs.
- Hire or fire any City Council members.
SECTION 4: IMPEACHMENT
The City Council may draw up articles of impeachment against the Mayor if misconduct occurs.
Reasons for impeachment include:
- Inactivity. Failing to log into CTR and/or participate in the community on Discord.
- Bullying, harassing, or disrespecting other members including City Council Members.
- Divulging confidential Council information to unauthorized individuals.
- Or a breach of anything in Part 3 of this document.
A formal statement must be drawn up by a Council Member clearly stating reasons and examples for impeachment. Once submitted, the Council will have one (1) week to investigate and deliberate and then one (1) additional week to vote on impeachment.
For a vote of impeachment to pass, it requires a three-fourths (¾) vote.
PART III
User Behavior Policy
Cybertown Revival 2026 Edition
Preamble
The User Behaviour Policy (UBP) is intended to provide Citizens and City Officials with a clear outline of the behavior expected while participating in Cybertown Revival. It also establishes an understanding of the consequences for actions that disrupt the good order and peace of the community.
The purpose of this policy is not to restrict individual freedoms, but to help ensure that participation in Cybertown Revival is enjoyable, respectful, and safe for everyone.
As the community evolves, this policy may be updated to address new situations. When updates occur, the revised UBP will be posted and will take immediate effect.
All Citizens are encouraged to be familiar with both the Cybertown Revival Constitution and the User Behavior Policy (UBP).
Section One - Expected Behaviour
Be nice, don’t be an idiot.
1: Chat
Cybertown Revival is a family friendly site. We have many people who come together from across the globe to experience our special atmosphere and we make every effort to ensure that the chat remains enjoyable to all. Your chat content in the public places of Cybertown Revival is expected to be polite and non-abrasive at all times. You may not behave in such a fashion that annoys or disrupts the chats of other users. A public place is considered to be any chat area accessible via the city Jump Gate.
Specifically you may not:
- Use offensive or obscene language, including simulating sexual acts.
- Endorse the use of drugs by anyone or alcohol by minors. Additionally you may not engage in real or simulated disorderly conduct purportedly due to controlled substance or alcohol intoxication at any age.
- Repeat useless lines of text or blank spaces over and over again (flood the chat).
- Type statements in ALL CAPS. Not allowing ALL CAPS statements is a time-honored convention of chat sites as this is considered to be shouting.
- Disrupt the Harmony of Public chat by arguing with or harassing other users. Private disputes are to be kept private and out of the public areas of Cybertown Revival. Regardless of status/position in CTR ,all disputes will be taken to a private chat. If for whatever reason you do not wish to speak with the person privately, you are to use the ignore feature or leave the chat to keep the peace.This includes play fighting as it can quickly escalate into something real.
- Insult or attempt to discredit or defame another Citizen's reputation.
- Publish the contents of private e-mails or private conversations (including from inboxes) anywhere either in or outside of Cybertown Revival.
- Make false statements or use derogatory remarks/hint at or spread false information, especially in an effort to create turmoil or just to upset another member.
- Intolerance, hate speech, symbols, actions, and discrimination of any kind. Anything that targets a group or promotes ill-will against them. Organizing, creating, or being involved in a group or more that is based on or promotes discrimination, harassment, or intense hate.
- Members are not allowed to interfere with a security officer that is present taking care of a situation
Citizens are reminded that this list is not exhaustive and that, at the discretion of the Security, any other similar conduct that violates the Constitution or that is considered intended to be disruptive will also be considered in violation of this policy
2: Clubs
Clubs are generally considered to be private areas of the City. However, certain aspects of the clubs are viewable by the public and to that extent those public aspects are regulated in the same fashion as the public chats.
Specifically:
- The name of your club and your club information page, message board and inbox must not contain any profanity, sexual, or otherwise inappropriate language.
- Your club must not be about or contain information about any illegal activity such as hacking or software piracy.
- Your club cannot be furnished with textures, texts, objects or images that would be considered offensive, illegal, pornographic, racist or that violate any copyrights. All image uploads will be subject to approval by the Clubs Staff and Security.
- If you wish to discuss things that might be considered offensive or controversial you are advised to take your chat to private message via Discord or other private message program.
- Your club must comply with all other rules implemented by the Club Chief, their staff and Security.
Citizens are reminded that this list is not exhaustive and that any other similar conduct that, at the discretion of Clubs Staff and Security, violates the Constitution will also be considered in violation of this policy. Citizens are warned that violating these guidelines could cause their club and all objects within it to be deleted without notice.
3: Copyrights
Cybertown Revival, in its attempt to allow freedom of expression by its members, permits Citizens to post and use their own creative works in various places. However, Citizens are prohibited from posting or using the copyrighted material of others without their consent. Any avatar, image, object, text, etc. that is deemed to be in violation of a copyright is subject to deletion and/or immediate removal. At the discretion of the Security Officers, persons who violate copyrights may also face the appropriate consequences.
Copyright holders who feel that any copyright(s) they hold which may have been violated can file claims by contacting the Cybertown Revival website administrators.
4: Unlawful Activity
At Cybertown Revival, we want everyone to feel safe, respected, and supported. That’s why we take any kind of unlawful behavior seriously — even just talking about it in a harmful way. Any form of unlawful behavior is taken very seriously. If you attempt, threaten, or participate in actions that disrupt the community or break the law, you may be removed immediately. This includes, but is not limited to:
- Saying things that damage someone’s reputation (slander or false claims).
- Sharing false or misleading information that harms Cybertown Revival or slows down its progress.
- Sharing someone’s private conversations or emails without their permission (invasion of privacy or doxxing).
- Posting private or confidential company information (like logs or trade secrets).
- Breaking any agreements you’ve made (breach of contract).
- Trying to interfere with someone’s current or future business relationships.
- Taking part in, or supporting, websites that promote hate, harassment, or cyberstalking.
We reserve the right to take action against any behavior that breaks the law or threatens the safety of our community.
We’re here to create a positive and respectful space for everyone. If you’re ever unsure about something, feel free to ask Security — we’re happy to help!
Permanent bans related to unlawful acts do not qualify for review by CERB. Additionally, Cybertown Revival will comply with any law enforcement agency requests regarding such activities.
5: Homes
Homes are generally considered to be private areas of the City. However, certain aspects of private homes are viewable by the public and to that extent those public aspects are regulated in the same fashion as the public chats. Specifically:
- The name and content of your home.
- Your home's information page.
- Your home’s links page.
- Any mail sent from your inbox.
- Any virtual pet.
- Anything you post to a message board.
These must not contain any inappropriate language/illegal content, or in the case of a virtual pet be programmed to use such language in its interactions with Citizens.
Your home must not contain information about any illegal activity such as software piracy.
Your home cannot be furnished with textures, texts, objects or images that would be considered offensive, illegal, pornographic, racist or that violate any copyrights.
If you wish to discuss things that might be considered offensive or controversial you are advised to use a private message method such as Discord or another private message program so that only Citizens who knowingly wish to participate in such conversations are allowed entry. If Security is able to see the chat in your home,it’s considered a public space.
Your home must comply with all other rules created by your Colony Leader and their staff.
Citizens are reminded that this list is not exhaustive and that any other similar conduct that, at the discretion of the Security, violates the Constitution will also be considered in violation of this policy. In addition to any provisions contained in the penalty section of this document, Citizens are warned that violating this provision could cause their home and all objects within it to be deleted without notice.
6: Items/Objects
Cybertown Revival, in its attempt to be a virtual city, has an economic system in which Citizens are able to buy and sell items. In an attempt to ensure fair treatment of everyone and to see that the chats are not disrupted the following rules apply to the sale of Items/Objects:
- You are not allowed to scam, or attempt to scam other Citizens. Putting a low price on an item's name/description but asking much more in the price box in order to scam someone, (i.e.- 100 cc's posted at end of item, 1000 cc's in price box) is prohibited.
- You may not move other people's items to the floor of any room in Cybertown Revival without their permission.
- You may not sell in the flea market, items that are available in the mall or flea market for free.
- You may not take a free item and rename it in an attempt to convince another Citizen to buy it.
- You may not steal items or objects from other Citizens backpacks, homes, or clubs.
- You may not remove any credits or recognition of who made an item from an item (unless you are its creator)
Citizens are again reminded that this list is not exhaustive, and that at the discretion of Security, any other similar conduct that violates the Constitution will also be considered in violation of this policy.
7: Jobs/Roles
Cybertown Revival, in its endeavor to emulate a virtual city, has established an economic system wherein Citizens are permitted to hold a job or role. Main nicknames are allowed to have a job or role.
Furthermore, it is strictly prohibited to grant access to alt nicknames, as this action will result in a ban. Conversely, granting access to alt nicknames will result in a 7-day ban for the main nickname, a 90-day probation period, and a year of having a role no higher than a basic role.
On the other hand, alt nicknames will be subject to a 30-day ban and a 90-day probation period, and they will not be granted any roles.
Higher roles/jobs will undergo a security check
If there is a second offense it could lead to permanent ban.
If at anytime a ban is enacted, depending on infraction, your job/role may be removed and will not be reinstated
No one will be put in access in an unopened block/hood. This will result in a ban. Unless that person is in charge of opening said block/hood.
8: Message Boards
Cybertown Revival has many public message boards where Citizens can post messages, thoughts, and opinions for review by others. Conversations on the message boards are generally considered the same as public chats and are regulated in the same fashion. Comments on the message boards are at all times expected to be polite and constructive in nature. While communicating on the public message boards you may not:
- Use any racist or sexual language.
- Hold conversations related to illegal activity.
- Argue with or harassing other users. Private disputes are to be kept private and out of the public areas of Cybertown Revival.
- Insult or attempt to discredit another Citizen's reputation.
- Publish the contents of private e-mails or private conversations (including from inboxes).
- Make false statements or use derogatory innuendo or spread false information, especially in an effort to create turmoil, upset or uneasiness.
- You may not post advertisements for any outside websites
Persistence in doing so after having been warned will cause you to forfeit your membership in Cybertown Revival. This does not apply to advertising Cybertown Revival events or goods or services that involve the city-cash currency in Cybertown Revival.
Because of the seriousness of misuse/abuse of the message boards, inflammatory or false and misleading message board posts as above have their own separate penalties as follows:
- The posting is deleted immediately and without notice and the poster receives one warning.
- Any repetition results in temporary loss of posting privileges. The posting privilege will be restored when Security is satisfied that the person will not repeat the kind of behavior that caused them to lose their posting privilege.
- If posting privileges are restored, and there is any further repetition, the poster gets a 15 day ban and permanent loss of posting privileges.
Citizens are again reminded that this list is not exhaustive and that, at the discretion of Security, any other similar conduct that violates the Constitution will also be considered in violation of this policy
9: Nicknames
Nicknames cannot be profane, sexual, or drug related in nature. Nicknames created solely to harass or impersonate another citizen are also prohibited. Nicknames in violation will be permanently banned.
10: Slander, Libel, and Harassment
As Cybertown Revival is a virtual city with a life-like political structure, Citizen's reputations are held in high regard and are extremely important to their continued success within the community. As such, harassment of a Citizen or group in an attempt to defame, damage or discredit their reputation is prohibited. Citizens who continue such behavior, whether in Cybertown Revival or in any other media, after being warned to cease will be removed from Cybertown Revival. Subject to permanent ban.
Section Two – Penalties for Infractions
Cybertown Revival's goal is to ensure that everyone is able to enjoy the community and is treated fairly. As such, penalties for violating the rules follow a ladder system and increase in severity with each offense, with permanent ban being the method of last resort. Every effort will be made to give the Citizen a chance to reform prior to permanent ban. As stated in the Rules of Conduct, a few actions are considered severe enough to warrant an immediate and lengthy ban, and in those situations the ladder system will not be used and the penalty specified in the Rules of Conduct provision of this document will apply.
Step 1: A user violating any of the Rules of Conduct will be given a warning if possible. The warning may be issued in the chat, e-mailed, or inboxed to the Citizen as appropriate. In some cases, if in the opinion of Security, the offense is severe enough to warrant stronger action the warning may be skipped and Security shall proceed to Step 2. In any event, if the Citizen ignores the warning Security shall proceed to Step 2.
Step 2: The Citizen will be banned for a period not to exceed 3 days. Again this is at the discretion of Security and offense. At the discretion of Security this ban may either confine the Citizen to the City Jail or may prohibit the Citizen from entering the community entirely. A notation will also be placed on the Citizen's "record" of the ban, its reason, and the date it was placed. If at any time prior to the Citizen's record being cleared another offense is committed, Security shall proceed to Step 3.
Step 3. The Citizen shall be banned for a period of no less than 7 days and not to exceed 30 days. If the ban is 14 days or longer a notice must be filed with CERB* and the citizen should be sent an email (if they have an email address on file) explaining the reason for the ban. A notation will also be placed on the Citizen's "record" to indicate the reason for the ban and the date it was placed.
Additional punishments may be given without any notice
If at any time prior to the Citizen's record being cleared another offense is committed, Security shall proceed to Step 4.
Step 4: This is the step of last resort. At this point all options for the Citizen to reform are considered to have been exhausted. Security shall ban the citizen for 30 days and submit a request to the Security Chief for a permanent ban. The Chief will review the request and, if there is proper evidence to support it.
Any ban enacted by the Security Chief will be reviewed -if required- by the next highest Security Officer not involved in the incident
If the request is approved the ban will be set for the maximum length possible. This time will be extended to reflect the current maximum length whenever updates to the City are made. All city-cash and experience points will be removed from the Citizen.
Re-admission to the City
Citizens who have been permanently banned may appeal the decision to CERB*. However, due to the seriousness of permanent bans, citizens who have received a permanent ban may only appeal the decision once. If this appeal fails, the account will remain banned permanently. Any appeal should be submitted within 6 months of the ban; appeals submitted after this time are invalid. Appeals for any non-permanent bans may be submitted once per year.
*In the event the role(s) of CERB are not filled, an independent review board will be formed to hear any appeal cases.
Ban Evasion
Citizens who are banned (denied permission to enter Cybertown Revival) are expected to remain outside of the City for the duration of the ban. If a Citizen is caught in the City using any other nickname during the term of their ban, they will receive a permanent ban on all nicknames they have used.
City Officer Impartiality
To preserve the integrity of the community, City Officers shall always attempt to make a consistent and impartial decision when reviewing violations of the UBP. No Security Officer shall issue a ban when he or she is directly involved in the case. The Officer shall instead log and save the incident and defer the decision to another Officer who is not directly involved.
Enacted Ban Procedure
Once a ban has been enacted, it can not be altered or removed without either a successful CERB appeal, or Security Chief/Deputy Security Chief approval.
All citizens/members are asked to be courteous and mindful of other citizens/members in all aspects of Cybertown Revival.
Reminder,at anytime this document can change as different offenses may occur and goes into effect immediately
Security will not discuss bans with other members.
PART IV
ROLE OF C.E.R.B.
This constitution grants all judicial power(s) to C.E.R.B., and, in doing so, the members of C.E.R.B. shall ensure equal representation to all citizens of CTR within the boundaries of this constitution.
SECTION 1: Composition of C.E.R.B.
C.E.R.B. Chief: the head of the judicial branch in charge of hiring/removing C.E.R.B. members.
C.E.R.B. Member: There can be two (2) to four (4) members, aside from the chief, at any given time and at the discretion of the C.E.R.B. Chief. There should always be an even number of members (not including the chief).
SECTION 2: Qualifications of C.E.R.B.
- Must be 18 years or older.
- Be a citizen for at least one (1) year.
- Have a minimum of 1000 exp.
- Clean security record.
- Upon accepting a position on C.E.R.B. the member may not hold any other job in Cybertown Revival.
- A deep understanding and knowledge of the CTR Constitution.
SECTION 3: Admittance into C.E.R.B.
C.E.R.B. Chief: this position is chosen by the City Council via a vote. Members are nominated by Council members and then a vote is held to determine the best suited individual.
C.E.R.B. Member: Once a Chief is established, the Chief will be tasked with hiring and overseeing members of C.E.R.B.
SECTION 4: Dismissal of C.E.R.B. Membership
Once a member joins C.E.R.B. they remain a member until they resign or are removed by the C.E.R.B. Chief or City Council.
The City Council may remove the sitting C.E.R.B. Chief if there is a breach of conduct.
C.E.R.B. membership might be revoked for:
- Inactivity or prolonged absenteeism.
- Any infraction from Part 3 of this document.
- Misconduct or corruption.
- Divulging confidential information pertaining to C.E.R.B. cases.
SECTION 5: C.E.R.B. Jurisdiction
The following is a non-exhaustive list of the powers reserved for C.E.R.B.:
- The ability to hear, investigate, deliberate, and judge any case, claim, or appeal that comes before them, whether from an active or banned citizen.
- The ability to change, overturn, shorten, or extend any punishment delivered by security by utilizing and interpreting this constitution.
- The ability to hear, investigate, deliberate, and judge any articles of impeachment towards the Mayorship or members of City Council
- C.E.R.B. has the authority to decide the constitutionality of laws or proposals passed by the City Council.
- Clear a citizen’s security record after one (1) year since the infraction.
C.E.R.B. may NOT:
- Interfere with the inner workings of the Colonies or City places to undermine the authority of the acting Colony Leader’s or Place Leader’s sovereignty unless a breach of this constitution occurs.
- Interfere with the election process once one has begun.
- Interfere in the City Council’s decisional capacity or legislative authority unless a breach of this Constitution occurs.
SECTION 6: Arbitration
If a citizen feels a ruling against them is unjust or violates the constitution, they may submit an appeal to C.E.R.B.
Citizens have two (2) weeks from the start of a ban to file an appeal. Appeals filed after that period will not be accepted.
Citizens may also submit a request to clear their security record after a minimum of one (1) year since the infraction. This request will be treated the same as the appeal process.
If the request is denied, the citizen must wait a minimum of six (6) months before submitting another request.
Once an appeal has been submitted, C.E.R.B. will gather the appropriate documents from the citizen, Security, City Council, and/or any other necessary source.
The C.E.R.B. Board will have two (2) weeks from the time all information has been submitted to come to a verdict.
Once deliberation between C.E.R.B. members has finished, the C.E.R.B. Chief will call for a vote.
A majority vote is required for an appeal to be approved.
The Chief will lead the investigation but will not vote unless there is a need for a tiebreaker.
C.E.R.B. decisions are final and cannot be overturned or appealed further.
SECTION 7: Citizen v. Citizen Arbitration
In the event there is a dispute between two citizens, one or both citizens may appeal to C.E.R.B. for resolution. Examples of disputes could be:
- A trade deal involving objects and CC’s where one side feels they were cheated or ripped off.
- An agreement was broken.
- Termination without just cause.
C.E.R.B. does NOT handle:
- Harassment.
- Breaches of Part 3 of this document by individual citizens.
These issues should be reported to security. C.E.R.B. is meant for disputes and not initial infractions.
